WinCVS is a Windows gui client for CVS repositories (they also have Mac and others there). I also found some instructions that include a plug-in to use with Visual Studio. It does use SSH under the covers which should make for some amusing developer workstation configurations.

Articles at O'Reilly, Intro to CVS and CVS administration. Both are pretty straight forward discussions of the command line tools, you still need to understand configuration management and the build process to use the tool. Nonetheless good stuff here.
